INLAND WETLANDS COMMISSION
MINUTES - Amended
Regular Meeting of May 24, 2011 at 7:30 pm
Council Chambers, Municipal Center, 3 Primrose Street, Newtown, CT

Commissioners Present:  Bryan, Curran, Hammar, Kotch, Peters, and Salling
Staff Present:  Rob Sibley, Deputy Director of Planning and Land use; and Tammy Hazen, Clerk

Mr. Sibley and the commissioners thanked Dr. Philip Kotch for his service on the commission.  Dr. Kotch was presented with a plaque thanking him for 12 years of exceptional service and dedication to the preservation and protection of Newtown’s Inland Wetlands & Natural Resources.

Commissioner Peters then convened the meeting at 7:35 pm.

PENDING APPLICATIONS

IW #11-20  16 Still Hill Road, Jason Petrelli.  Application for a garage.

Mr. Petrelli submitted updated plans with information asked for by the commission.  After discussion:
Commissioner Kotch motioned to approve the application with standard conditions, A, B, C, D, E, and
  •  The approved plans are “Site Plan 16 Still Hill Road, Prepared for Shelly and Jason Petrelli”, Newtown, CT, dated 3/14/11, Scale 1” = 30’. Received 5/25/11.
  • Quarterly reports on forms provided on the Town of Newtown website or available in the Land Use office will be submitted to the Commission until the project is complete.  
Commissioner Curran seconded the motion.  Motion approved unanimously.
IW #11-21  25 Sherman Street, Michael & Pamela Davis.  Application for a garage.

The applicants were present.  Commissioner Salling recused herself.  Commissioner Peters discussed having the wetlands delineated with a fence or stone wall.  Mr. Davis said they can put up a split rail fence and also plan to seed the area.  Mr. Sibley discussed where invasive plants should be removed.   After discussion:
Commissioner Curran motioned to approve the application with standard conditions, A, B, C, D, E, and
  • That a fence be installed to demarcate the wetlands.  The fence shall be extended from the stone wall (marked 118.51 on the plans) to the property line.  This is subject to the Land Use official’s inspection and approval.
  • Quarterly reports on forms provided on the Town of Newtown website or available in the Land Use office will be submitted to the Commission until the project is complete.  
  • The approved plans are dated received May 23, 2011.
OTHER BUSINESS

Mr. Sibley discussed Susan Ludwig’s short form permit and her intentions to mitigate and replant her backyard.  It was noted that Megan Raymond is working on the mitigation plans.  

Approval of Minutes - Commissioner Salling motioned to approve the minutes of May 11, 2011.  Motion seconded by Commissioner Hammar.  The minutes were approved as written.

Commissioner Kotch thanked everyone for their friendship and for making his time on the commission so enjoyable and intellectually stimulating.   

Commissioner Curran motioned to move into Executive Session at 8:00 pm.
